RULE 2. DEFINITIONS

CATCH OR NO CATCH

2.3.1 SITUATION A: QB A1 throws a forward pass which is low and near the ground to receiver A2, who appears to make the catch.  RULING: The officials must visibly see the ball strike the ground to rule incomplete.  If an official does not see the ball hit the ground, it will be ruled a completed pass.

2.3.1 SITUATION B: QB A1 throws a forward pass to A2.  Prior to catching the forward pass, A2 steps out-of-bounds on the sideline, possesses the ball in flight and lands inbounds.  RULING: Completed pass (it might be illegal participation, see Rule 9).

2.3.1 SITUATION C: A pass from QB A1 is near the sideline and receiver A2, moving toward the goal line, leaps and possesses the pass at the 3 yard line.  B1 attempts to intercept the ball and A2 and B1 make legal contact with each other so that A2’s first contact with the ground is out-of-bounds at the 3 yard line.  RULING: Completed pass.  The contact by B1 changed the direction of A2 and forced A2 out-of-bounds.  A2 would have landed inbounds if the contact had not occurred.
